To create a strategic plan for the Manchester Health Department which integrates the 2009 Greater Manchester Community Needs Assessment, the Greater Manchester Community Health Improvement Plan and the operational capacity of the Manchester Health Department by engaging internal and external stakeholders, reassessing the Department's mission and vision, setting 3-5 year strategic goals and developing a framework for implementation.
